In 2026, Uzbekistan adopted a package of documents restricting the use of artificial intelligence technologies, especially when handling personal data.
Amendments to the Law “On Informatization” explicitly prohibit making legally significant decisions affecting citizens’ rights and freedoms solely on the basis of algorithmic outputs.
Additionally, Ethical Rules for the development and application of AI-based solutions were approved. They stipulate that final decisions in law and medicine must remain with humans. These norms enter into force on June 17, 2026.
The Code of Administrative Responsibility introduced fines of up to one hundred basic calculation units for unlawful processing of personal data using AI.
Similar provisions are contained in the Law “On Personal Data”: citizens have the right not to be subjected to decisions based solely on automated processing of their data if such decisions entail legal consequences.
This is particularly relevant for scoring systems, where algorithms decide whether to grant or deny credit. Without explicit consent and explanation of such processing, it will be considered a violation.
In Kazakhstan, the Law on Artificial Intelligence entered into force in January of this year. The document establishes a framework for AI use and enshrines the principle of human priority: rights, freedoms, and well-being must remain central in the creation and operation of systems.
Among other provisions, a classification of system autonomy was introduced. Synthetic content must be labeled, copyright is recognized only with human creative input, and manipulative methods as well as mass facial recognition without consent are prohibited.
