Kazakhstan has approved the *Conceptual Framework for the Introduction of Artificial Intelligence into the System of Secondary, Technical and Vocational, and Post-Secondary Education for 2025–2029*.
The joint order was signed by Minister of Education Gani Beisembaev and Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev.
For the first time, unified national standards for the use of AI in education have been established — covering ethics, legal regulation, data protection, and academic integrity.
The concept applies to schools and technical and vocational institutions. It provides for the integration of AI-related topics, creation of digital textbooks, development of AI literacy among students, project-based learning, and upskilling teachers under a three-tier model: *Acquire → Deepen → Create*.
Special emphasis is placed on protecting children’s rights and maintaining teachers’ professional authority. Unified principles of academic honesty and ethical AI use will be introduced in schools and colleges.
“The concept defines priorities and mechanisms for introducing AI in education, ensuring its safe use. Artificial intelligence enhances the teacher’s role, but key decisions remain with humans,” — said Gani Beisembaev.
Kazakhstan is among the first countries to adopt its own national framework in this field, aligned with UNESCO, OECD, and EU recommendations.
“Integrating AI into education is part of the digital transformation strategy. The goal is to prepare a generation capable of creating future technologies while preserving academic integrity and national values,” — noted Zhaslan Madiev.
