At the invitation of the Central Project Management Agency, Elzhan Kabyshev, Head of Legal Practice at the Eurasian Digital Foundation, took part in ICT Week 2025, an annual international event on information and communication technologies held in Tashkent, Uzbekistan.
ICT Week brings together representatives of governments, businesses, international organizations, and experts to discuss key digitalization trends — from telecommunications development to AI, cybersecurity, and digital sovereignty. Among participants were representatives of the European Union, Central Asian countries, leading global and regional companies, and researchers.
The forum featured a high-level panel discussion, “European Union and Central Asia: Expanding Digital Cooperation and Engagement.” Special attention was given to the session “Digital Future for Central Asia: Visions, Challenges, and Paths for Growth,” focusing on opportunities and challenges of digital transformation in the region.
During his panel presentation, Elzhan Kabyshev delivered a report titled “Internet Restrictions in Kazakhstan: Network Interference and Content Regulation.”
Key highlights:
- Technical data on website and service blocking in Kazakhstan (VPNs, media outlets, petition platforms);
- Use of network interference techniques, including TLS man-in-the-middle (MITM) attacks confirmed by OONI measurements;
- Legal context — how telecommunications, media, and extremism laws enable state-level content blocking;
- Human dimension — the impact of restrictions on freedom of expression and citizens’ rights.
The presentation provided the international expert community with factual insights into internet restrictions in Kazakhstan, their technical and legal mechanisms, and emphasized the importance of protecting digital rights amid increasing online control.
