Digital Headquarters approved the Digital Qazaqstan strategy model

The Digital Qazaqstan model defines how Kazakhstan will transition to the format of a digital state. The document is being developed in line with the President’s instructions on large-scale digitalization and the introduction of AI into all key sectors of the economy.

Strategic decisions will now be made by the Digital Headquarters, while operational management will be carried out by the updated interdepartmental structure — the Commission for Accelerated Digital Transformation, established on the basis of the former commission on public services.

The large-scale digitalization strategy is aimed at sustainable economic growth, improving the efficiency of public services, and overcoming the “middle-income trap” (a situation where a country stops growing after reaching a middle-income level due to weak innovation and low productivity). A special role is assigned to artificial intelligence technologies as a driver of productivity and modernization of industries.

The Prime Minister instructed government agencies and the quasi-public sector to form “icebreaker projects” by December 5, 2025 — initiatives that should be the first to demonstrate large-scale digitalization effects. The final strategy project will be completed by the end of 2025.

The document will be based on a system of national projects with clear KPIs. It will include 10 areas: digital public services, education, healthcare, labor market, data economy, cybersecurity, robotics, infrastructure, regulation, and startup ecosystem.

Education has been chosen as one of the pilot areas. The “Interactive AI-based Education” project includes the creation of an AI university, scaling Tomorrow-school, implementing GPT Education, and AI programs for schoolchildren.

Such initiatives are expected to increase digital literacy, improve PISA rankings, and accelerate the training of STEM specialists needed for the digital economy of the future.

Implementation of the strategy should lead to higher labor productivity, shorter timelines for public services, the creation of new industries and jobs, and faster automation of key processes.

According to Minister of Artificial Intelligence and Digital Development Zhaslan Madiev, by 2028 investments in AI in leading countries will reach 4–6% of GDP, with up to 65% of these funds allocated to IT equipment and computing clusters — the foundation for Kazakhstan’s digital infrastructure.
