Kazakhstan joins global 50-in-5 initiative for human-centered digital transformation

Kazakhstan has joined the global 50-in-5 initiative aimed at accelerating the adoption of Digital Public Infrastructure (DPI). This marks a significant step toward building a citizen-focused digital state.

The initiative brings together countries committed to developing secure, interoperable, and scalable digital solutions — from identification and payments to data exchange platforms. The goal is for 50 countries to implement at least one DPI component by 2028.

Minister of Digital Development Jaslan Madiev emphasized that Kazakhstan’s digital transformation is centered on people, not technology for its own sake. DPI helps bridge the gap between citizens and the state.

Kazakhstan has already implemented key DPI components. The core of digital identification is eGov Mobile, a government super app providing access to public services and secure identity verification.

More than 10.9 million citizens use the app. Monthly active users reach 5.3 million, and daily usage averages 354,000. Over 82 million services have been delivered through eGov Mobile.

The “Digital Documents” section is especially popular, offering 38 types — from ID cards to driver’s licenses. Since launch, it has been used over 25.7 million times.

Smart Data Ukimet facilitates data exchange between government agencies, integrating 124 information systems. It enables proactive services triggered by life events such as childbirth or retirement.

The 50-in-5 initiative is supported by global partners including the Bill & Melinda Gates Foundation, UNDP, Co-Develop, GovStack, UNICEF, and others providing technical and methodological assistance.

For Kazakhstan, participating in 50-in-5 is an opportunity to strengthen national capacity, accelerate digital transformation, and ensure sustainable development where technology serves every citizen.
