Uzbekistan adopts law regulating artificial intelligence

Amendments have been introduced to several legislative acts of the Republic of Uzbekistan, including the Law “On Informatization,” to regulate relations arising from the use of AI, according to the press service of the Parliament (Senate) of Uzbekistan.

The law provides a definition of “artificial intelligence,” outlines state policy directions, and sets tasks for a specially authorized body in this field.

General rules are established for the use of AI in creating information resources and systems, along with provisions ensuring the protection of personal data when applying these technologies.

Individuals and organizations violating data processing rules with AI will face liability — fines ranging from 50 to 100 base calculation units (about $1,700–3,400), administrative arrest up to 15 days, and confiscation of equipment used in the offense.

The law prohibits making decisions affecting human rights solely on the basis of algorithms without human involvement. Senators believe this will strengthen trust in digital technologies and protect citizens from potential abuses.

The document also defines three main functions of the authorized state body:

  • creating conditions for attracting investment in AI;
  • developing technical infrastructure for processing government data with AI;
  • training, retraining, and improving qualifications of specialists in this field.


Additionally, mandatory labeling of AI-generated content is introduced. Such materials and systems must not infringe on human rights or threaten life, health, honor, or dignity.
