The UN General Assembly has made a historic decision to approve the creation of two new international mechanisms for AI governance: the Global Dialogue on AI Governance and the Independent International Scientific Panel on AI. The topics of the dialogue cover a wide range: from transparency and accountability of AI systems to the protection of human rights, the development of open source software, and overcoming the digital divide. Particular attention is paid to access to AI in developing countries and strengthening their technological competencies.

The UN emphasizes that both mechanisms will operate exclusively in the civilian sphere - military AI technologies remain outside the mandate. This is a fundamental limitation aimed at reducing global risks and strengthening trust.

The work of the Panel and Dialogue will be integrated into the broader process of implementing the Sustainable Development Goals. They are expected to become a source of recommendations for UN agencies, governments, and international organizations.

The initiatives will be financed through voluntary contributions from governments, the private sector and donors. Particular attention is paid to the participation of developing countries - they will be provided with support for full inclusion in the process.

This decision was a continuation of the Pact for the Future and the Global Digital Agreement adopted earlier. The UN is betting on inclusive, scientifically sound and transparent governance of AI - so that technology serves the interests of humanity, and not vice versa.
