Internet Governance Forum (IGF) Becomes Permanent Within the UN System

On December 16, 2025, the UN General Assembly adopted a resolution shaping the future of internet governance. The document welcomes the development of IGF’s multistakeholder model, granting voice to governments, private sector, civil society, international organizations, IT and academic communities.

The UN emphasized that the internet must remain “human‑centered, inclusive and development‑oriented,” enabling everyone to create, access and share knowledge. IGF is now recognized as a permanent UN Forum and institutional platform for dialogue.

The resolution establishes stable funding and staffing for the IGF Secretariat within the UN Department of Economic and Social Affairs, with annual reporting obligations to strengthen its institutional role. It also calls for greater support to national and regional IGFs.

In Kazakhstan, the annual Qazaqstan IGF gathers stakeholders for open discussions on digital development, AI, gender equality and training for the digital economy.

The UN highlighted barriers faced by developing countries in both access and participation, pointing to solutions in international cooperation, financing and public‑private partnerships. Key challenges include affordability, gender gaps, exclusion of vulnerable groups, human rights violations and misuse of digital technologies.

The resolution also addresses threats such as cybercrime, surveillance, child exploitation, disinformation and environmental impacts of digitalization. AI was recognized as beneficial but risky due to its speed, scale and autonomy. Solutions include education, workforce training, open models, access to datasets and high‑performance computing infrastructure.
