The role of open information in the legislation of the supremacy

The Ministry of Justice of the Republic of Kazakhstan posted on the Internet “Report on the activities of the Republic of Kazakhstan to preserve the legislation of the supremacy.”

The document says that Kazakhstan is actively implementing standards of the rule of law, focusing on the Index developed by the World Justice Project.

The report was compiled taking into account the regulation of this international non-governmental organization, within the framework of the third development plan until 2025 and the Policy Concept until 2030, in order to protect human rights and improve Kazakhstan’s position in the Index.

The rating index contains 8 main factors:

1. limiting the powers of government institutions;
2. absence of corruption;
3. open government;
4. protection of fundamental rights;
5. order and security;
6. regulatory support;
7. civil justice;
8. criminal justice.

In terms of public control, the report noted the openness of information. In particular, Open Government should perform the function of productive interaction between states and citizens.

Openness and transparency of the government ensure the right of citizens to access documents and actions of the state for effective public control over government regulation, which allows limiting changes in population changes.

Electronic government dates back to 2006, when the Egov web portal was created.

In addition to the provision of government services, the “Ego” web portal features mechanisms that allow any citizen to actively participate in the discussion of draft legal acts.

Digitalization of the global system is one of the priority areas for the development of information accessibility in the Republic of Kazakhstan. For this purpose, the Judicial Cabinet website was created, providing access to the services of all courts in the country.

The report especially supports the possibility of providing online requests. In 2021, the approach to considering citizens’ appeals was changed using the electronic system for receiving and processing appeals “eOtinish”.

Citizens and legal entities can submit requests, complaints and suggestions, track the process and receive status notifications. Digitalization of interaction with a possible reduction in restrictions and maintaining access to information.
