The Ministry of Culture and Information has developed a draft amendment to the rules for joining a petition through the official E-petition platform. The corresponding document is posted on the Open NPA website.
The rationale states that a citizen of Kazakhstan has the right to express his or her attitude to an online petition by writing a comment to it in the public domain.
However, as noted by the department, the rules need to be amended regarding the moderation of comments. Upon receipt of a complaint about a comment or part of it, the authorized body checks the comment for violations of the legislation of the Republic of Kazakhstan.
"... if a violation of the legislation of the Republic of Kazakhstan is detected, the authorized body notifies the operator of the information and communication infrastructure of the "electronic government" in writing <...> within 5 working days from the date of receipt of the complaint," the new document says.
Within three working days after receiving notification from the authorized body about the violation of the legislation of the Republic of Kazakhstan, the operator must delete/hide the comment or part of it.
The draft document will be under discussion until November 1.
