The rules for the creation of an expert group and the consideration of applications on cyberbullying against children have come into effect since January 28, 2025. The document was approved by the order of the Minister of Culture and Information of the Republic of Kazakhstan.

An expert group is being created under the Ministry of Culture and Information to consider applications on cases of cyberbullying committed through mass media and online platforms.

The composition of the group is determined by the order of the minister. It includes representatives of the authorized body, bodies for the protection of children's rights, as well as public organizations.

The group interacts with government agencies and organizations dealing with issues of protecting children in the digital environment.

A citizen or legal representative of a child can submit an application on the fact of cyberbullying in writing or in the form of an electronic document with an electronic digital signature.

The term for consideration of the application by the expert group is three working days from the moment it is received by the authorized body.

If necessary, this period can be extended, but not more than by 15 calendar days. The applicant is notified of the extension within two working days.

If the fact of cyberbullying is confirmed, the authorized body sends an order to the owners of mass media and online platforms to remove the relevant information.

The owners or legal representatives of platforms and media are required to take measures to remove content recognized as cyberbullying.

The adopted rules are aimed at promptly responding to cases of cyberbullying and protecting the rights of children in the digital environment.
