The Open NPA portal has published a draft of amendments to the rules for the provision of communication services aimed at expanding the methods of identifying users when connecting to the Internet in public places.

The discussion of the draft will last until October 22, 2024. The explanatory note states that the adoption of the draft will not entail financial costs from the budget.

The following additions are proposed to the current rules:

Authorization via EGov. Now it is possible to authorize via EGov. This is an alternative to the standard procedure for obtaining a one-time password via SMS.

Methods for obtaining a password. The ability to obtain a password via an incoming call has been added, where the last digits of the number are used as a code. You can also authorize via an outgoing call to the operator's server, and the user's phone number will be automatically recognized to provide access.

Password validity period. The validity period of a one-time password will now depend on the operator's settings and will be valid as long as the user's device (identified by the MAC address) is online.

Hotspot 2.0 technology. An option for accessing the Internet via seamless authorization using Hotspot 2.0 (Passpoint) technology has been introduced. The connection profile can be downloaded via the operator's application, which integrates the necessary certificate.

The user's identity during authorization can also be confirmed via a bank card number, scanning an ID card via the operator's application, or via email.

The authors of the initiative believe that the changes will expand authorization options for users in public networks, while maintaining the level of security and quality of communication.
