In Kazakhstan, the sale of SIM cards may be restricted

The Ministry of Digital Development, Innovation and Aerospace Industry (MDIAI) has proposed such a measure to combat online fraud.

According to Vice Minister of Digitalization Askhat Orazbek, SIM cards will be available for purchase not from telecom operators, as is currently the case, but only through state platforms, such as the eGov e-government portal. In addition, it has been proposed to limit the number of SIM cards per person and tighten control over their use by legal entities.

“We will legislatively initiate the return of the state numbering plan. Now telecom operators issue numbers to users and SIM cards, and we want to return the numbering plan to the state, so that citizens can receive a mobile or landline number on the eGov e-government portal or through the eGov-mobile application,” the Vice Minister said.

Amendments to the legislation are planned for the near future.

The head of the MCRIAP, Zhaslan Madiyev, in a conversation with the media noted that the decision has not yet been made, but in his expert opinion, it makes sense to limit the number of SIM cards sold to no more than 10 per person.

“I believe that this is a completely adequate number of SIM cards per person, but this will be discussed with the expert community and government agencies. Based on the results, we will make a proposal,” the minister said.
