A meeting on the development of artificial intelligence was held under the chairmanship of Kassym-Jomart Tokayev, which was attended by Prime Minister Olzhas Bektenov, Head of the Presidential Administration Aibek Dadebay, members of the government, and heads of central government agencies.

During the meeting, the President, in particular, stated the need to urgently reform the cybersecurity system by strengthening data management and protecting citizens' personal information.

According to the head of state, the development of AI brings new threats to which existing response mechanisms do not have time to adapt:

"We all see how, with the help of neural networks, biometric copies of a person are created, their voice, image, and even behavior are imitated. This allows access to personal data and bank accounts of citizens, and the release of fake videos to manipulate public opinion."

Since the beginning of the year, the President emphasized, more than 40 major data leaks have been recorded in the country, the largest incident occurred in June. At the same time, powers in the field of cyber defense are divided between different departments - the Information Security Committee, the Ministry of Digital Development, and the State Technical Service of the National Security Committee.

Such fragmentation, Tokayev believes, leads to a slow response to threats. He demanded that a single vertical management structure be built in this area.

Separately, the President touched upon the issue of the security of official and business communications, which largely take place through international messengers.

"Individual identification numbers, information about the health of citizens, and other sensitive information are often requested through these platforms. Such a practice is associated with a violation of the legislation on the protection of personal data and the leakage of information outside the national jurisdiction," he said.

As a solution, the head of state proposed transferring all communications containing personal data to the national messenger Aitu, which, according to him, provides the necessary level of security. The government has been instructed to work on this issue.
