
Kazakhstan's Minister of Culture and Information Aida Balayeva met in Astana with Meta’s Director of Public Policy, Sarim Ali Aziz. The central topic of the discussion was strengthening information security and combating online fraud.
The minister noted that Kazakhstan has already made significant progress in addressing fake content and illegal online materials, but further development of user protection mechanisms is required.
According to the ministry, 7,689 digital violations were recorded in 2025, including 3,027 cases on Facebook and 4,662 on Instagram. In response, Meta removed 90% of illegal content on Facebook and 51% on Instagram.
Special attention was paid to the rise in fraudulent ads spread through messengers. Balayeva emphasized that the lack of source links complicates the identification of violations and reduces the effectiveness of response measures.
The situation on WhatsApp was also discussed, where the spread of false information has been increasing. The ministry expressed concern over the dissemination of disinformation and intends to strengthen cooperation with the platform.
As a result of the meeting, it was decided to create a joint working group composed of ministry and Meta representatives. Its main task will be to develop technical (including algorithmic) solutions to improve content moderation.
Earlier, at the 2nd Central Asian Media Forum in April 2025, Aida Balayeva stated that Kazakhstan is actively developing partnerships with internet platforms. She mentioned the appointment of official representatives from TikTok, Facebook, Instagram, VK, Odnoklassniki, Mail.ru, and other services in the country.
Balayeva highlighted that Kazakhstan has achieved notable success in combating illegal content, including cyberbullying, fraud, extremism, and other violations.
She also emphasized the contribution of the stopfake.kz platform in combating disinformation.
