Law on access to information and public participation signed

President of Kazakhstan Kassym-Jomart Tokayev signed the law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Access to Information, Public Participation, State Awards and the Elimination of Excessive Legislative Regulation".

The law introduces provisions aimed at:

- strengthening the responsibility of state bodies for illegally restricting the right to access information;
- introducing state control in the field of access to information;
- enshrining the principles of the presumption of openness of information and proactive dissemination of information;
- creating the necessary conditions for access to information for persons with disabilities, etc.

In terms of access to information, state control will be established, which is carried out by an authorized body (the Ministry of Culture and Information of the Republic of Kazakhstan) in the form of remote control and unscheduled inspections for compliance of the activities of control entities with the requirements of the legislation of the Republic of Kazakhstan on access to information.

The subjects of control will be the holders of information, with the exception of the Parliament, the National Bank, the courts and the judicial administration.

Remote monitoring is carried out no more than once per quarter, and its purpose is to suppress and prevent violations, granting the subjects of control the right to independently eliminate violations identified as a result of such monitoring.

Government agencies and subjects of the quasi-public sector will have to ensure equal access to information for people with disabilities, follows from the press service of the Majilis. Their responsibilities will include:

- publishing periodicals, scientific, educational and methodological, reference and information and fiction literature for people with disabilities;
- translation of at least one television news program in the form of subtitles or sign language translation;
- bringing Internet resources in line with the national standard for people with disabilities and their adaptation for people with hearing and / or vision impairments;
- ensuring free access to information and other technical means of similar purpose with data on the activities of information holders.

The law also amends the legislation concerning state awards, aimed at improving the requirements for candidates, and also clarifies the procedure for awarding state awards.

There are also innovations in the law "On the languages ​​of the Republic of Kazakhstan". It is proposed to coordinate visual information with local executive bodies before its placement.
