The Digital Headquarters of Kazakhstan, chaired by Prime Minister Olzhas Bektenov, approved a number of decisions aimed at accelerating digitalization and implementing the tasks set by the Head of State. One of the key steps was to ensure guaranteed access to government online services — regardless of the balance on the mobile account.

Starting September 15, 2025, zero tariffs will come into effect for the Aitu, eGov, eGov Business and eOtinish platforms. This means that citizens will be able to use these resources even with a zero or negative balance, without the need to connect to Wi-Fi or purchase additional traffic.

The decision is aimed at "reducing the load on public service centers and expanding digital coverage." It will become one of the key stages in the transition to the digital by default model, where the online format becomes the main way of interacting with the state.

By September 20, the seamless integration of commercial IT solutions with government services will be ensured via the Smart Bridge platform. This will open up new opportunities for business, accelerate the implementation of innovations and strengthen the partnership between the private sector and the government.

To date, more than 14,000 applications have been submitted via Smart Bridge. The platform allows developers to connect to government services while complying with the requirements for the protection of personal data and technical compatibility, creating a single digital space.

A decision was also made to eliminate restrictions on the cost and functionality of IT projects on the Qaztech platform. Previously, there were limits: no more than 15,000 MCI, a term of up to 6 months, a maximum of three automated functions. Now these barriers will be removed.

The new approach will allow for the creation of larger-scale and more comprehensive solutions, expand the use of domestic digital technologies and accelerate the implementation of large projects in the public sector.

Today, 368 out of 1,408 public services are fully automated. Another 984 have high potential for digitalization, and 56 have already been transferred to a proactive format - when the service is provided without a request from a citizen.

It is planned to introduce AI into the processes of digitalization of public services by the end of the year. At the same time, changes will be made to the legal acts regulating the implementation of digital projects.
