Digital telecommunications map - a new tool for monitoring communication quality in Kazakhstan

Kazakhstanis will have access to a “Digital Telecommunications Map”, which will collect information on plans for installing Internet communications to populated areas.

The Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev announced this at a government meeting:

“In order to monitor work to improve the quality of communications throughout the country, the ministry has developed a digital platform where information will be posted on current coverage by type of communication technology and operators’ plans to provide high-quality communications to all settlements of Kazakhstan.”

The minister added that the map will also include information on plans to bring the Internet to populated areas provided for in the national project “Affordable Internet”, and Roadmaps signed between local executive bodies, the ministry and telecom operators.

At the same time, the “Digital Map” will be a tool for public monitoring and control on problems of communication quality in cities and villages.

Every citizen will be able to see existing problems with the quality of communication in their locality, as well as plans to eliminate them. Users will be able to give their own assessments of the quality of communication in any location. The technical launch of the “Digital Map” has already taken place, and a link to it is posted on the ministry’s website.

The minister emphasized that the detailed master plans for settlements will provide for the appropriate infrastructure of communication networks.

An additional measure will be the revision of standards for the maximum permissible level of radio signals from base stations. Kazakhstan has much stricter standards than developed countries and even neighboring countries. The minister asked to review the standards taking into account international experience.

For example, in 2021, Ukraine increased the permissible level of electromagnetic radiation tenfold, which improved the quality of mobile communications and high-speed Internet. Kazakhstan plans to study this experience for application in its practice.

To constantly monitor and solve communication problems, the ministry has created an operational headquarters with representatives of the ministry, local executive bodies and telecom operators.
