Kazakhstan creates a digital education platform and opens access to ChatGPT for teachers

The National Digital Education Platform will be built on Coursera solutions — one of the world’s largest online learning providers. The project is implemented in partnership with the Ministry of Science and Higher Education of Kazakhstan and aims at the digital transformation of the higher education system.

The platform will integrate online programs from leading global universities, international certification tools, and artificial intelligence technologies. It will serve as a unified space for students and teachers, providing access to high-quality educational resources.

One of the key components will be the introduction of proctoring systems — technologies that ensure exam integrity in online formats. These systems monitor student behavior via camera and microphone, detect suspicious actions, and help prevent cheating.

AI will also be used for knowledge assessment, increasing transparency and objectivity of results. This is especially important in large-scale online learning, where traditional control methods are less effective.

Another direction is the integration of ChatGPT Edu — a special version of ChatGPT adapted for educational institutions. Kazakhstani teachers will gain access to modern OpenAI models with strong data protection and administrative controls.

ChatGPT Edu includes functions for data analysis, document summarization, and creating personalized GPT assistants. These tools will help teachers save time, automate routine tasks, and focus on student learning and development.

Over the next three years, at least 165,000 OpenAI licenses will be provided annually to teachers. This will ensure large-scale adoption of AI tools in schools and universities nationwide.

The Ministry emphasizes that the initiative will strengthen Kazakhstan’s position as a regional hub for digital education and AI competencies, while accelerating integration into the global academic space. Agreements with Coursera and OpenAI are part of a package of 30 bilateral documents signed in Washington with support from KAZAKH INVEST. Partners include Groq, NVIDIA, and Starlink. Total investment volume — $17.2 billion.
