Kazakhstan Becomes Central Asian Leader in AI Readiness

According to the Government AI Readiness Index 2025 compiled by Oxford Insights, Kazakhstan has emerged as the leading country in Central Asia in terms of readiness for artificial intelligence adoption. The index assesses states’ ability to use AI in governance, the economy, and society, while also creating conditions for its safe and sustainable development.

Globally, Kazakhstan ranks 60th out of 195 countries, climbing 16 positions in just one year. In the previous edition, the country was placed 76th.

A key competitive advantage for Kazakhstan, especially within Central Asia, remains its advanced digital and telecommunications infrastructure, which provides the foundation for scaling AI solutions nationwide.

National digital platforms, high internet penetration, and a mature ecosystem of e‑government services create favorable conditions for further AI integration. The 2025 index was calculated using an updated methodology that considers not only plans and regulations but also the actual implementation of AI in the public sector and economy.

Kazakhstan achieved a strong score in Public Sector Adoption, with 73.59 points, indicating that digital technologies and AI are actively used in government services and e‑government systems.

Oxford Insights also highlighted the country’s readiness for AI development: Kazakhstan has a strategy, regulatory framework, and sustained attention to the issue at the governance level, enabling long‑term policy building in this area.

The next stage of Kazakhstan’s AI ecosystem development involves accelerating commercialization of AI solutions, fostering private tech sector growth, startups, and market applications, as well as expanding business access to data and financing tools.
