At the end of November, the Internet service stopped broadcasting music from Kazakhstan. The reason is issues related to the agreement between the Collective Rights Management Organizations (CRMO) and Meta, which owns Instagram.
On the sidelines of the Senate, Vice Minister of Justice Botagoz Zhakselekova answered journalists' questions about how the issue of returning Kazakh compositions is being resolved.
According to her, the CRMOs are self-regulatory organizations created by authors to protect their interests. They are the ones who enter into agreements with Meta. At the moment, negotiations are underway to revise the terms of the agreement for 2025:
"We, knowing the resonance this situation has caused in society, together with the Ministry of Culture, contacted Meta. They confirmed that they cannot disclose the terms of the agreement, but hope to reach an agreement in the near future. This is in the interests of both parties."
In December last year, Zhakselekova said that the Ministry of Justice tried to settle the dispute between Kazakh companies and Meta, but was unsuccessful because "there is a principled position of one of the OMCs that does not meet halfway."
The Ministry of Justice does not interfere in civil-law relations between authors and OMCs, since these organizations are chosen by the authors themselves. However, the situation remains under the control of the departments.
