Kazakhstan’s Ministry of Trade and Integration reports that a new Agreement is being prepared, expected to be approved in the coming months. It will establish rules against illegal use of films, music, books, and other copyrighted works in the digital environment.
The Agreement would allow internet resources to be blocked based on court decisions from any EAEU member state. For example, Russian court rulings would have to be enforced in Kazakhstan, and vice versa.
Website owners, intermediaries, and other digital actors would be obliged to restrict access to infringing content. National electronic registries of blocked resources are also planned, enabling information exchange among member states.
The initiative has sparked debate among citizens, journalists, and lawyers. Eurasian Digital Foundation lawyer Yelzhan Kabyshev noted:
“Cases like KazTAG and Arbat.media show that cross‑border pressure on Kazakhstani media is becoming systemic. Using copyright measures to remove socially significant content is manipulation and an attempt to impose censorship.”
He warned that after signing the Agreement, anti‑piracy measures could become a cover for cross‑border censorship, allowing unwanted content to be blocked under the guise of copyright protection.
