Digitalization of the Office for National Statistics: the approach to collecting statistical data will be changed

The Mazhilis approved in the first reading amendments on issues of state statistics and data management.

The bill was initiated in pursuance of the order of President Kassym-Jomart Tokayev to reform and digitalize the Bureau of National Statistics.

According to deputy Ekaterina Smyshlyaeva, data management requirements will be approved by government decree. The requirements provide for classification, features of data access and storage, and data quality requirements.

“Quality control of administrative data will be introduced, and the National Bureau of Statistics will become the authorized body. The concept of alternative data is being introduced,” the deputy also noted.

Data from fiscal authorities and payment systems, cargo transportation volumes, electricity consumption, data from mobile operators and other real-time indicators will be used as alternative sources.

The bill distributes competencies and powers between responsible government agencies. The Bureau of National Statistics is assigned to remote quality control of administrative data, including other government agencies.

ICRIAP will provide the technical implementation of data management policies and formulate public policy in the areas of information and communication technologies.

At the same time, to generate high-quality data, it is planned to introduce the institute of data controllers and develop the “National Reference Information” service. According to the concept introduced by the bill, this will be “a set of classifiers, catalogues, reference books and nomenclatures.”

In addition, the bureau will be given powers to carry out periodic and unscheduled inspections and transition to big data analysis.
